Stellar Marine Appoints Target 21 as Sales Agent for North American Blue
Water Market

Nanaimo, B.C. - October 5, 2001: -- Stellar
Marine today announced the  appointment of Target 21 Marine as Sales Agent for
the North American Blue Water Market.
The appointment of Target 21 Marine allows Stellar Marine to expand their market
for the highly successful ESP 1000 Electronic Speed Pilot, a device that
improves the propulsion efficiency of workboats. Currently sold on inland
waterways, Target 21 Marine will now market the ESP 1000 to coastal workboats.
Target 21 Marine will also aggressively market the new ESP 2000 Electronic Speed
Pilot, which is designed for tankers, bulk carriers and container ships.
Commenting on the appointment, Bob Speed, President of Stellar Marine, said,
